'''Public debt''', also called government debt or sovereign debt, is the total amount of money that a government owes to its creditors, accumulated from past borrowing. It is the stock that results from the deficits and surpluses of the past, and it is financed through the issuance of government securities, such as bills, notes, and bonds. Public debt is central to fiscal policy, to the analysis of sustainability, and to financial markets, and its level and structure are among the most closely monitored indicators in any economy.

== Measurement ==

Public debt is measured as a stock, usually expressed as a ratio to gross domestic product to allow comparisons across countries and over time. Gross debt includes all liabilities, while net debt subtracts financial assets held by the government, such as cash and holdings of securities, and the two measures can differ substantially. The definition matters for comparisons, and international standards specify the treatment of items such as pension liabilities and contingent guarantees.

The debt may be held by domestic residents, including banks, pension funds, and households, or by foreign investors, and the composition matters for the analysis of risk. Debt held in domestic currency exposes the government to less exchange rate risk than debt denominated in foreign currency, and debt held by residents creates fewer external vulnerabilities than debt held abroad. The maturity structure, the interest rate basis, and the holder base all affect the cost and the risk of the debt.

== Costs and benefits ==

Public debt has benefits. It allows governments to finance investment in infrastructure, education, and other productive assets, and to smooth taxation over time, avoiding sharp increases in tax rates during recessions or emergencies. It provides a safe asset that can be held by investors, supporting financial markets and the pricing of other assets. And it allows governments to respond to shocks, such as wars, disasters, and crises, without immediate and disruptive fiscal adjustment.

Public debt also has costs. Interest payments absorb revenue that could be used for other purposes, and a high level of debt can raise the cost of borrowing and crowd out private investment. It can reduce the fiscal space available to respond to future shocks, and it can increase vulnerability to a loss of market confidence. Taxpayers ultimately bear the cost of servicing the debt, through higher taxes or lower spending than would otherwise be necessary.

== Sustainability ==

Sustainability depends on the relationship between the interest rate and the growth rate, and on the primary fiscal balance. If the interest rate exceeds the growth rate, the debt ratio rises unless the government runs a primary surplus, while if the growth rate exceeds the interest rate, the debt ratio can fall even with a primary deficit. Expectations and credibility also matter, since investors who doubt sustainability may demand higher interest rates, worsening the dynamics and creating a risk of a self-fulfilling crisis.

Assessments of sustainability examine the debt ratio, the cost of borrowing, the maturity structure, the currency composition, and the fiscal outlook, and they consider scenarios and risks. International institutions conduct such analyses and use them to classify countries by risk, and the results inform the design of fiscal policy and of any support that may be needed. Sustainability is not a fixed threshold but depends on the circumstances and on the credibility of policy.

== Management ==

Debt management seeks to raise the funds needed by the government at the lowest cost, subject to an acceptable level of risk. The debt manager chooses the maturity, the currency, the interest rate basis, and the instruments, and balances the cost of borrowing against the risks of refinancing, of interest rate changes, and of exchange rate movements. The issuance programme is communicated to markets, and it is coordinated with monetary policy and with the cash management of the government.

Debt management is distinct from fiscal policy, which determines the level of the deficit, but the two interact. A credible fiscal framework and a sound debt management strategy support each other, and both are necessary for the government to borrow on favourable terms. The institutional arrangements, including the independence of the debt management office and the transparency of its operations, affect the cost of borrowing and the confidence of investors.

== Debt and intergenerational equity ==

Public debt raises questions of intergenerational equity, because borrowing shifts the burden of payment to future generations. If the borrowing finances investment that benefits future generations, the shifting may be appropriate, since those who benefit contribute to the cost. If it finances current consumption, the burden falls on future taxpayers without a corresponding benefit, raising concerns about fairness.

The analysis of intergenerational equity depends on the incidence of the debt and of the spending it finances. Debt held domestically involves transfers within the economy, from taxpayers to bondholders, with distributional effects that depend on who holds the debt and who pays the taxes. Debt held abroad involves transfers to foreign creditors, which reduce the resources available to residents. The composition of the debt and the use of the proceeds therefore determine the equity implications.

== Fiscal rules and institutions ==

Fiscal rules are used to constrain the accumulation of debt and to anchor expectations. Rules may take the form of balanced-budget requirements, debt ceilings, or expenditure growth limits, and they may be defined over the cycle or in structural terms. The design of the rules determines their effect on fiscal policy and on the credibility of the fiscal framework.

Rules are more effective when supported by strong institutions, including independent fiscal councils that provide analysis and forecasts, and by transparency in budgeting and reporting. Enforcement mechanisms, including automatic correction mechanisms, can strengthen compliance. The experience of countries with fiscal frameworks shows that rules can support sustainability, but also that they require flexibility to accommodate shocks and that they must be credible to be effective.

== Sovereign debt crises ==

Sovereign debt crises occur when a government is unable or unwilling to service its debt. They may be triggered by a deterioration in fundamentals, by a loss of market confidence, or by a shock that makes the debt unsustainable. The crisis may take the form of a default, a restructuring, or a period of high interest rates and restricted market access, and its consequences include output losses, financial instability, and social costs.

The resolution of sovereign debt crises involves negotiations with creditors, often complicated by the diversity of creditors and by the absence of an international bankruptcy procedure. Collective action clauses in bond contracts facilitate coordination, and frameworks for the involvement of official creditors provide a process for relief. The prevention of crises through prudent fiscal policy, sound debt management, and credible institutions is preferable to resolution, and it is the focus of surveillance and of international policy.

== The safe asset role ==

Public debt plays an important role in the financial system, providing a safe and liquid asset that is used as collateral and as a benchmark for pricing other assets. This safe asset role means that public debt provides benefits beyond the financing of government spending, and that a shortage of safe assets can be costly for the financial system.

The safe asset role also affects the demand for debt and hence the interest rate that governments pay. In times of stress, investors seek safe assets, and the demand for government debt rises, lowering yields. This flight to safety can make it easier for governments to borrow precisely when private borrowing is difficult, and it supports the role of fiscal policy in stabilisation. The relationship between the safe asset role and the sustainability of debt is therefore central to the analysis of fiscal policy.
