'''Li Bing''' the Chinese engineer and administrator of the Warring States period who, as governor of the state of Qin in Shu around 256 BC, designed and built the Dujiangyan irrigation system on the Min River in Sichuan. This ancient hydraulic work, still functioning today, controlled floods, provided irrigation for a vast plain and stands as one of the greatest engineering achievements of the ancient world.

== Life and Office ==
Little is recorded of the early life of Li Bing, and most of what is known comes from later histories and from the traditions surrounding the great irrigation works he created. He lived in the fourth and third centuries BC, during the age of the warring states, and served the state of Qin, which was then extending its power westward and southward beyond its original territory. He was appointed governor, or commandery administrator, of Shu, the fertile region of the Sichuan basin that Qin had conquered.

The Min River, which flows from the mountains of the Tibetan plateau down across the Chengdu plain, was both a blessing and a curse. In the dry season it brought too little water, while in summer its floods could destroy crops, villages and lives. The people of the region had long suffered from this alternation of drought and inundation, and the development of a durable solution became the central task of Li Bing's administration.

As governor he combined the duties of a civil official with those of an engineer and organiser. He surveyed the river, gathered the labour and resources of the province, and directed a project of extraordinary scale for its time. His son Li Erlang is said by tradition to have assisted him, and the two are commemorated together as the founders of the system that made Sichuan one of the richest agricultural regions of China.

== The Dujiangyan Irrigation System ==
The genius of Li Bing's design lay in working with the river rather than against it. Instead of damming the Min River with a solid barrier, which would have been swept away by floods, he divided the channel at the foot of the mountains by building a wedge-shaped levee, the Fish Mouth, that splits the flow into an inner and an outer stream. The inner stream carried water to the irrigation canals of the plain, while the outer stream served as the flood channel for the surplus.

To control the amount of water entering the canal system he constructed the Flying Sand Weir, a low spillway through which excess floodwater could escape back to the main river, and the Bottle-Neck Channel, a narrow opening that regulated the flow and prevented too much water from entering the plain at times of flood. The system also used bamboo cages filled with stones and anchored with tripods of timber, materials that could flex and survive the force of the current rather than resist it rigidly.

The project required the excavation of channels through hard rock. According to tradition, Li Bing used the method of heating the rock with fire and then suddenly cooling it with water so that it cracked and could be broken away. The work took many years and mobilised great numbers of labourers. When complete, the system transformed the Chengdu plain into a dense and productive agricultural region, free from the extremes of flood and drought that had plagued it before.

== Engineering Method and Management ==
Li Bing approached the problem of flood control with a practical and empirical intelligence. He observed the seasonal behaviour of the river, measured its levels and designed structures whose dimensions matched the patterns he had observed. The depths of the channels and the heights of the weirs were set according to fixed standards so that the works could be maintained and repaired by later generations, and markers were placed to show the proper levels of excavation.

He also devised a system of annual maintenance that became central to the success of the project. Silt carried by the river would gradually clog the channels, and so each year, in the dry season, a temporary dam of bamboo and earth was thrown across the inner stream to divert the water and allow workers to clear the accumulated sediment and repair the banks. This cycle of dredging and repair kept the system in working order for more than two thousand years.

The administration of the works required the cooperation of the local population and the authority of the state. Li Bing organised the labour, provided the materials and established rules that later governors were expected to follow. Inscriptions and traditions record the standards he set, including the principle that the channel should be dug deep and the weir kept low, a rule that guided maintenance for centuries and became a proverbial expression of sound hydraulic practice.

== Legacy of the Works ==
The Dujiangyan system proved remarkably durable. Unlike later dams that eventually silted up or were destroyed by floods, the diversion design required no permanent barrier and adapted naturally to changes in the river's flow. It continued to irrigate the Chengdu plain through the Qin and Han dynasties, through the medieval and early modern periods, and into the present day, supplying water to a region that became known as the land of abundance.

The works were extended and maintained by successive dynasties, and the engineers and officials who cared for them looked back to Li Bing as their founder. Temples were built in his honour, and he and his son became figures of local cult and veneration, worshipped as guardians of the waters and of the harvest. The annual maintenance festivals and the rituals associated with the opening of the channels preserved the memory of his achievement.

In modern times the Dujiangyan system has been recognised as a masterpiece of ancient hydraulic engineering. It was inscribed on the UNESCO World Heritage list in 2000 as part of the Mount Qingcheng and Dujiangyan complex, and it continues to function as a working irrigation network. Engineers and historians study it as an example of sustainable design that works with natural processes, and Li Bing is honoured as one of the greatest engineers in Chinese history.

== Historical Significance ==
The building of Dujiangyan had consequences far beyond the control of floods. The reliable water supply turned the Chengdu plain into one of the granaries of China, supporting a dense population and producing the surpluses that financed the state of Qin's military campaigns. The wealth of Sichuan contributed to the resources with which Qin was able to conquer the other warring states and to unify the empire in 221 BC, so that an irrigation project in a frontier province helped to shape the political history of all China.

Li Bing stands in Chinese tradition as a model of the conscientious official who serves the people through practical skill. He represents a distinctive ideal of governance in which the state proves its legitimacy by taming nature for the common good, building roads, canals and defences that outlast the rulers who commission them. His story is frequently invoked in discussions of infrastructure, water management and the responsibility of those who hold public office.

The memory of Li Bing has also become part of the cultural identity of Sichuan. Festivals, temples and monuments commemorate him, and the annual Water-Splashing Festival at Dujiangyan recalls the opening of the channels. His reputation rests on a single great work, but that work has endured for over two thousand years, and it remains a living demonstration of the principle that sound engineering, patiently maintained, can serve human welfare across an immense span of time.
